Adobe sketch and adobe fresco!! They both have a premium option, but I use the free version and love it!

I use medibang paint pro and it’s pretty good. It’s free and there are a lot of tools and templates. There’s an option to draw on a blank screen and there’s also an option to draw with panels like if your interested in drawing graphic novels and things like that. It’s completely free and pretty easy to use 😄
