If I tag someone or I put a pattern number with the # symbol in a message the user that I tagged or the creator of the pattern that I put the # symbol will see that message?

In private messages, the creator of the pattern # or the user @ are not notified that you tagged them. It only notified them on the forums, chat, and comments.
