I keep seeing some users who have a star, I think with a number in it right by the corner of their profile picture. I was wondering what that is?

They are rewards from [OFFICIAL] Challenges which are challenges hosted by a Super Moderator/Moderator. And also rewards for reporting duplicate patterns and bugs/glitches with the site and app.
