Hey, so if I were to make a pattern of Belle from beauty and the beast from a scene in the movie using the photo to pattern thing on the alpha generator, would that be considered stealing art? Since it is animated art? Or is there a double standard for art that is popular....

well I make my patterns based off of google photos so I would think not. Since you are making pixel art and there sure are lots of disney related patterns on here...

Technically that isn't the case. You're taking the photo, and then you edit it in any way you need to to make it look good. With the editing process, it's just like making fanart in all honesty. You also give credit in the tags, so when you make it you would put "disney" and "beauty and the beast" etc. so that disney gets proper credit for their characters, but you can still create a design based off of the movie
