I saw somewhere that BB isn't going to ban people who have 2 accounts but I know that having 2 accounts is not allowed so can we have two accounts or not??? 🤔

Yes, we no longer ban second accounts, so you could say it's officially allowed now

the situations where a 2nd account is not allowed is when it’s used to troll/harass other users etc.
