I tried to submit a pattern on the website and even though I fixed the problems it told me to it still denied my pattern.

Did you check the "This Pattern is Not Copyrighted" box? You also have to add the keywords so people can search. Your pattern is still saved, you just have to resubmit it with keywords and check the box.

is it possble to submit patterns on the app or am i just to low a rank. im a newbie++

Not yet. Right now you can only post patterns from the site. And you can post patterns as a Newbie++, you just have to do it from the site.
