Just go in the forum, click on someone's profile and then there should be a bar on the top that says "users" and just go from there adding people

you cannot add friends as a beginner unfortunately. but once you reach the advanced rank you simply go to a user’s profile and there is an option on their profile pic saying add as friend. you click that option and then you wait until the user adds you back!
