You find the bracelet pattern you want to comment on and go to the bottom where it says (insert number of comments) Comments. Next to your profile, there is a box. Type in the box your comment then press "post".

I think that is hard to say for everyone, but I know it took me about 7 hours for the first level-up. And I became „skiller“ after I wrote the first time in the chat, but I can‘t say if this is related.

It all depends on how active you are in general. Even just being online will make you level up eventually. I don't think there's a definite amount of comments, patterns or photos you need to level up. There are many factors so you can't really calculate it. There's definitely some kind of math behind it but that information is not public.
