How can I add friends? Someone added me but I can't add anyone on my own, is it because of rank or am I just not seeing it????

I don't think it's a rank thing. Go to their profile page, there will be an "add friend" button on their profile picture. To get to someone's page from a chat or forum, just click their profile picture.
