You go to the "challenge" section of the forum. There you make a new post announcing your challenge. You have to include in it what the challenge is about, when the deadline, how to participate is and if there are rewards and what kind of rewards there are.

@Top_Xoxo no, you can do it on both the app and the website. The website has more features in general so anything you can do on the app you can also do on the website but not the other way around.
