U can only crate them on the website. Press where ur username and pfp is in the top right corner of ur screen. The first option should have a plus mark that says create pattern. Then choose wether u would like to make an alpha or normal. Normals are harder to learn how to create and design in my opinion. Make sure u save every couple minutes or whenever u make an important detail, and once again when u finish ur pattern. Then press where it says “Alpha” and put in keywords, agree to the share rights and submit 🙂 it will be reviewed by the moderators and you will get a notification on wether it has been declined or accepted 🙂
