Do you have a Photo-Editing app that will allow you to add text to the picture? Snapseed is one of the ones I use, but there are loads more.

If you do not want to use something that amy need an email. You can go into google slides and insert your image, put text on it, screen shot that with the way you can screenshot by selecting only certain parts of the page. I know this probably sounds confusing, but I am on a chromebook too, and this is such an easy way.I really hope this helps and if you need any other suggestions, or help please feel free to message me.
